Northampton Borough Council (Environmental Health) have signed an agreement to provide professional business support to Poundland, Europe’s largest value general merchandise retailer.

A Primary Authority agreement allows regulators to establish a formal and legally recognised relationship with a business, providing them with specialist advice to help them meet their legal and regulatory obligations that other regulators have to take into account.

Once a business has entered into a Primary Authority agreement, the local authority involved can act as a single point of contact for all local regulation, saving the business money and time.

The agreement with Poundland, which has over 900 stores across the country, is Northampton Borough Council’s second Primary Authority partnership. Under the agreement, Northampton Borough Council will provide formal advice on health & safety and food safety matters and will coordinate and facilitate the flow of work from the other regulatory partners.

Primary Authority agreements allow businesses to benefit from robust and reliable professional advice from one authority, cutting red tape by making it simpler and cheaper for them to comply with what is often very complex legislation.

Cllr Alan Bottwood, Northampton Borough Council Cabinet Member for the Environment, said: “Entering into a primary authority agreement lets us use our expertise to give direct support to a business, reassuring other authorities that it has the right policies and procedures in place, and enabling it to focus on investment and growth.

“We already have very close working relationships with businesses and this is another very positive step for Northampton Borough Council.”
