Relief for partly-occupied properties

A ratepayer is liable for the full non-domestic rate whether a property is wholly-occupied or only partly-occupied.

Where a property is partly occupied for a short time, we have the discretion in certain cases to award relief in respect of the unoccupied part.

40% of the cost of this relief is directly funded by the residents and general non-domestic ratepayers of Northampton so, while applications are welcome and all will be considered, we will grant relief only where it is in the direct interests of these groups. 

This will, therefore, not include, for example, cases where part of a property is unoccupied due to seasonal changes in workflow, where a company makes a commercial decision to refurbish its premises for its own benefit, where parts of a warehouse are empty or where there has just been a general reduction in business for a company.

As general guidance, we will consider granting the relief only in cases of phased occupation or vacation of a property or if there has been an unprecedented event such as a fire or a flood.  

If an award is made, it will only be granted from the date we carry out a visit to the property and will not be backdated under any circumstances.

Please apply in writing (email is acceptable to businessrates@northampton.gov.uk), including a plan of the property with full measurements detailing the occupied and unoccupied parts.
