Duston Neighbourhood Plan
Making the Plan
Duston Parish Councillors have worked together with local volunteers to prepare a Neighbourhood Plan for Duston. The proposed Duston Neighbourhood Plan sets out policies to shape future development in the parish and has been prepared in consultation with the community.
At Full Council on the 14 December 2015 Northampton Borough Council made the Duston Neighbourhood Plan. It now forms part of the Development Plan, meaning that it is a material consideration when deciding planning applications.

Referendum
The Referendum of the Duston Neighbourhood Plan took place on 5 November 2015. In accordance with the Neighbourhood Planning (Referendums) Regulations 2012 residents were asked the following question:
Do you want Northampton Borough Council to use the Neighbourhood Plan for Duston Parish to help it decide planning applications in the Neighbourhood Area?
At the Referendum 1,796 residents voted Yes (85.6% of those voting) and 302 voted No (14.4% of those voting). 8 ballot papers were rejected. Turnout was 16.6%.

Examination
The Duston Neighbourhood Plan examination took place in May 2015. All documents presented to the Examiner and the Examiner's report can be downloaded from the examination page.
Publication of pre-submission Neighbourhood Plan (Reg. 14) - 17 November 2014 to 9 January 2015
Duston Parish Council published a pre-submission (or "draft") Neighbourhood Plan for consultation, and held a number of drop-in sessions to engage with the community.
SEA & HRA Screening Assessment update (November 2014)
Northampton Borough Council has published a statement which provides an update to the SEA & HRA screening assessment report published in July 2014. This statement was sent to statutory bodies and technical stakeholders for comment.
Duston's Future Issues & Options consultation
Using comments and opinions collected at earlier community engagement events and other evidence, the neighbourhood plan steering group compiled a report and accompanying questionnaire. The documents, titled "Duston's Future: Issues & Options", explored planning issues affecting Duston and the ways in which the Neighbourhood Plan could address these issues.
A six week non-statutory consultation was held in May - June 2014 to give local people the opportunity to have their say on the issues and options. Each household in Duston was sent a Duston's Future questionnaire by post.
Duston Neighbourhood Plan Screening Report for Strategic Environmental Assessment and Habitats Regulation Assessment (July 2014)
Northampton Borough Council undertook a screening assessment of the policy options set out in the Duston's Future report to identify if a full Strategic Environmental Assessment and/or Habitats Regulation Assessment is required. Key stakeholders were consulted on the Screening Report in July - August 2014.
Duston Neighbourhood Area
On 11 September 2013, Northampton Borough Council's Cabinet approved Duston Parish Council's application requesting the designation of Duston Civil Parish as a Neighbourhood Area for the purposes of preparing a Neighbourhood Plan.
Previous events
June 2014: At the annual community festival, the "Let's Celebrate Duston" Day (21 June 2014), information about the Neighbourhood Plan was exhibited and the community was given the opportunity to respond to the Duston's Future Issues & Options consultation.
May 2014: A meeting was held at the Community Centre, Pendle Road (16 May 2014) to mark the launch of the "Duston's Future" consultation. A six-week consultation was held to identify the planning issues for the proposed Neighbourhood Plan.
June 2013: A fun day event, was held at the new St Luke's Centre, Main Road, Duston NN5 6JB on Sunday 2nd June 2013, 11am - 5pm. Thank you to the residents who joined in the workshops on local issues.
May - July 2013: Duston Parish Council submitted an application to designate Duston Parish as a Neighbourhood Area for the purposes of preparing a Neighbourhood Plan, in May 2013. Northampton Borough Council invited comments on the application over a six week period. Thank you to all those who responded.
