Making the Plan

On 5 May 2022 a referendum of the Great Houghton Neighbourhood Plan was held. The majority of those voting in the referendum were in favour for the plan to be made. 
Alongside existing planning policy, the made Great Houghton Neighbourhood Plan will be used to determine planning applications in the Great Houghton Neighbourhood Plan area.

Great Houghton Neighbourhood Plan - Referendum

West Northamptonshire Council, as confirmed by the decision of the Planning Policy Committee on 16 March 2022, agreed that the Great Houghton Neighbourhood Development Plan should proceed to referendum.
The referendum on the adoption of the Great Houghton Neighbourhood Plan was held on Thursday 5 May 2022. The Information Statement and specified documents relevant to the referendum can be found below:

Independent Examiner’s Report on the Great Houghton Neighbourhood Development Plan – February 2022

The Council received the Independent Examiner’s report on the Great Houghton Neighbourhood Development Plan on the 8 February 2022. The document can be found below:

Great Houghton Neighbourhood Development Plan (2011 – 2029) – Examination January – March 2022 

Great Houghton Parish Council submitted their final version of the Great Houghton Neighbourhood Development Plan to the Council for public consultation in August 2021. The consultation has now closed. 

The Council and Great Houghton Parish Council appointed an Independent Examiner, Chris Collison, who considered the responses as part of the examination of the plan against the basic conditions.

Regulation 16 Draft Great Houghton Neighbourhood Development Plan (2011 – 2029) – September/October 2021

Great Houghton Parish Council submitted their final version of the Great Houghton Neighbourhood Development Plan to the Council for public consultation in August 2021. The consultation has now closed.

•    Must contribute to the achievement of sustainable development 
•    Must be in general conformity with the strategic policies in the development plan for the local area
•    Must be compatible with human rights requirements
•    Must be compatible with EU obligations

What is the Great Houghton Neighbourhood Plan?

The Great Houghton Neighbourhood Development Plan is the emerging neighbourhood plan for the Great Houghton Neighbourhood Area for the period 2011 to 2029. On adoption it will form part of the Development Plan, which planning applications will be assessed against.

Regulation 14 Draft Great Houghton Neighbourhood Plan – May 2021

Great Houghton Parish Council consulted on their Regulation 14 Draft Neighbourhood Plan from 9 April to 28 May 2021.

Strategic Environmental Assessment & Habitats Regulations Assessment Screening Report – May 2021

West Northamptonshire Council undertook an assessment of the Regulation 14 Draft Great Houghton Neighbourhood Plan and prepared a Strategic Environmental Assessment (SEA) and Habitats Regulations Assessment (HRA) Screening Report (May 2021). 

The Screening Report concluded that the emerging Neighbourhood Plan does not require full SEA or HRA. 

The Council consulted statutory stakeholders on the findings of the report between 12 April and 5 May 2021 and their comments are included within the Appendix E of the Screening report. The report can be downloaded through the link in the documents section below.

Designation – June 2020

On 6 March 2020 the Council received an application from Great Houghton Parish Council in order to designate their parish boundary for the purposes of neighbourhood plan making.

On 10 June 2020 Cabinet resolved to designate the area proposed by Great Houghton Parish Council for the purposes of neighbourhood planning.

The basic conditions are that the Plan:
