Northampton Local Plan Part 2

We are preparing the Northampton Local Plan (Part 2), which will provide detailed planning policies to manage and guide development across the borough. It will replace the remaining saved policies from the Northampton Local Plan (adopted 1997) and the Central Area Action Plan.

We have a statutory duty to produce a Northampton Local Plan (Part 2) which sets out the vision, objectives and strategic policies for delivering growth for the borough, and sets out development management policies up to 2029. It will complement the West Northamptonshire Joint Core Strategy Local Plan (Part 1) which was adopted in 2014.

Taking account of the strategic policies set out in the Joint Core Strategy, the new Local Plan (Part 2) will also set out figures to guide the scale of new development as well as identifying locations for growth of new housing and employment, along with a number of policies to help determine planning applications in the future.

As well as identifying where new development will go, it will also set out policies to protect and preserve open space, green infrastructure, heritage and environmental assets.

Examination

Planning Inspectors Philip Lewis BA(Hons) MA MRTPI and Mark Sturgess BSc(Hons) MBA MRTPI have been appointed to undertake an independent examination into the soundness of the Northampton Local Plan Part 2 (the Plan).”  For more information about the examination, please follow the link below.

Northampton Local Plan Part 2 Submission and Examination

Submission (Regulation 22): 4 February 2021

On the 18 January 2021, Full Council approved the submission of the Northampton Local Plan Part 2 to the Government for independent examination by a Planning Inspector. Those who are listed on the Local Plan database will be notified that the Plan has been submitted.  Those who expressed an interest in participating in the examination process will be contacted in due course.

Proposed Submission (Regulation 19) round 2 consultation: July/September 2020

The Northampton Local Plan Part 2 Proposed Submission is being published for a second round of consultation. Following consultation in May 2019, and the publication of new Government guidelines on housing delivery, it was concluded that new policies were required and existing policies needed to be strengthened.

This Plan sets out the vision and objectives for Northampton Borough to 2029, and implements the strategy set out in the West Northamptonshire Joint Core Strategy (Local Plan Part 1) which was adopted in 2014.  It contains development management and site specific policies, as well as site allocations showing where new developments should take place and which areas need to be protected and / or enhanced. Once adopted, the Northampton Local Plan Part 2, together with other development plans, will be used in the determination of planning applications.

Proposed submission draft (Regulation 19) consultation - May/June 2019

The Northampton Local Plan Part 2 Proposed Submission Draft was published in May 2019 for public consultation. 

This Plan set out the vision and objectives for Northampton Borough to 2029, and was intended to implemented the strategy set out in the West Northamptonshire Joint Core Strategy (Local Plan Part 1) which was adopted in 2014.  It contained development management and site specific policies, as well as site allocations showing where new developments should take place and which areas needed to be protected and / or enhanced. Sites consultation - September/October 2017

The third stage of the Plan process was the Sites consultation, which closed on 13 November 2017.

The purpose of this consultation was to gather views on the potential future uses of sites to deliver the strategy and development required in Part 1 of the Local Plan.

Issues consultation - May/June 2016

The first stage of the Plan process was public consultation on its scope and the key issues it should address.

Two consultations ran simultaneously. The first covered the Local Plan Issues Paper, the Sustainability Appraisal Scoping Report and the Statement of Community Involvement, while the second dealt with the Land Availability Assessment call for sites and its methodology.
