The political management of the council
The council for the Borough of Northampton is made up of 45 elected Councillors.
The council is currently under full control of the Conservative Party.
The meetings of Full Council are chaired by the Mayor of Northampton.
The Full Council sets the annual budget and the council's overall policies.
It also has responsibility for amendments to the council's Constitution (or book of rules and procedures) and is responsible for appointing the Leader, the Executive, and the Committees of the council.
Members of the public can attend and can address the Full Council and listen to debate.
The Cabinet acts as an executive for the council. It consists of 7 elected councillors made up from the majority group, since May 2011 being the Conservatives.
The Cabinet makes its decisions in line with the council's overall policies and budget.
Decisions outside the budget or policy framework are referred to Full Council. Some specific matters are dealt with by the Planning or Licensing committees.
The Cabinet has a powerful and responsible role. Each member of the Cabinet has a 'portfolio' of responsibility. Currently these are:

- Housing: Councillor Stephen Hibbert
- Environment: Councillor Mike Hallam
- Finance: Councillor Brandon Eldred
- Regeneration and Enterprise: Councillor Tim Hadland
- Planning: Councillor James Hill
- Community Engagement and Safety: Councillor Anna King
Speaking at cabinet meetings
Persons (other than Members) wishing to address Cabinet must register their intention to do so by 12 noon on the day of the meeting.

- Only thirty minutes in total will be allowed for addresses, so that if speakers each take three minutes no more than ten speakers will be heard.
- Each speaker will be allowed to speak for a maximum of three minutes at each meeting.
- Speakers will normally be heard in the order in which they registered to speak.
- However, the Chair of Cabinet may decide to depart from that order in the interest of hearing a greater diversity of views on an item, or hearing views on a greater number of items.
- The Chair of Cabinet may also decide to allow a greater number of addresses and a greater time slot subject still to the maximum three minutes per address for such addresses for items of special public interest.
Members who wish to address Cabinet shall notify the Chair prior to the commencement of the meeting. Such addresses will be for a maximum of three minutes unless the Chair exercises discretion to allow longer.
The time these addresses take will not count towards the thirty minute period referred to above so as to prejudice any other persons who have registered their wish to speak.
