The Constitution

Northampton Borough Council operates in accordance with its Constitution which sets out how the Council functions, how decisions are made and the procedures which are followed to ensure that decisions are efficient and transparent and that the Council is accountable to local people.

Some of these processes are required by the law, while others are a matter for the Council to decide. The Constitution includes 18 Articles which set out the basic rules governing the Council’s business.  It also contains more detailed Rules of Procedure, Codes, Protocols and Schemes including the Scheme of Delegations to Officers.

The last major revision of the Constitution was in November 2018.
