Appeals against Completion Notices
When to appeal
If we issue you with a Completion Notice to advise you that a newly-built property is complete, or could be completed within three months, you can appeal if you believe this is incorrect.
Please initially contact Revenues & Benefits immediately and we will explain our decision to you.
If you are still upset by our decision you can appeal direct to the independent Valuation Tribunal at:

You must include a copy of the Completion Notice with your appeal, and the appeal must be received by the Valuation Tribunal within 28 days of your receipt of the notice.
If you have lodged an appeal you must still pay your Council Tax bill until the outcome of an appeal is known.
