Why we collect information about you

We collect and hold information about:

  • People who are liable to pay Council Tax
  • Property owners and agents
  • Occupiers of properties
  • Property addresses
  • Employment details
  • Empty homes
  • Discounts and exemptions

This information is collected and stored so that we can administer the services and our statutory obligations.

How will we use the information we hold about you?

We will use this information so we can:

  • Decide who should pay Council Tax
  • Issue Council Tax bills and other appropriate documentation
  • Undertake enforcement action where payment is not made
  • Consider and award entitlements to discounts and exemptions

What is the basis for us to process your data?

We use your personal information in order to administer and enforce Council Tax under the Local Government Finance Act 1992 and the Council Tax (administration & enforcement) Regulations 1992.

Who we will share your information with

We share information as required in legislation for the administration and enforcement of Council Tax. This includes:

  • The Department of Works & Pensions
  • The Valuation Office Agency
  • The Valuation Tribunal
  • Her Majesty’s Court Service
  • Enforcement agents

We have a duty to protect public funds we administer, and we may use information held about you for all lawful purposes, including and not limited to the prevention and detection of fraud, and the matching Council Tax data with electoral registration records.

We will also use the information for the purpose statutory enforcement duties. We will make any disclosures required by law and may also share this information with other bodies responsible for detecting/preventing fraud or auditing/administering public funds.

We wish to provide appropriate, timely and efficient services. To enable this we co-ordinate what we do for you. We use a Customer Relationship Management system (CRM) to record a brief summary of your contact with us, and use basic Council Tax information (name and address) to make this effective.

Data processing

We use a third party processor (LGSS) to deliver the Council Tax service. All officers have the correct level of training and access to view and process this data and are required to undertake specific data protection (GDPR) training.

Your rights

You have the right to request we cease processing your personal data in relation to any council service, including our Customer Relationship Management system. Where possible, we will seek to comply with your request but there may be some situations where we will not be able to do this (e.g. where we are required to hold or process information to comply with a legal requirement).

You are also legally entitled to request access to any records we hold about you, including the Customer Relationship Management system.

Who can access your data?

Council Tax data is used for the purposes of collecting Council Tax, or where another legal right to access the information exists (e.g. for the detection or prevention of crime). We may also use certain non-personal data (e.g. addresses) for the provision of other services. We do not sell or share Council Tax records with any third party or organisation for any reason. We do not publish information about individual accounts or release details of liable persons in response to FOI requests.
