The Council Tax Reduction scheme (CTR scheme) is our discount scheme to help people on low incomes pay their Council Tax. We are proposing some changes to our CTR scheme to come into effect from 1 April 2020.

The CTR scheme is funded with a limited amount of money, made available from central government. There is less funding available this year which means we have to review the scheme to make sure that it continues to provide financial support for as many people as possible.

Under the current scheme, working-age applicants can receive a maximum reduction of 65% of their total Council Tax bill. That means everybody of working age who receives CTR must contribute at least 35% towards their bill.

To make sure that the CTR scheme remains affordable for everyone, we are considering a number of options:

  • Option 1: no change. Maximum amount of CTRS to remain at 65%
  • Option 2: increase the maximum amount of CTRS
  • Option 3: decrease the maximum amount of CTRS

Any changes to the scheme will directly affect working-age households receiving Council Tax Reduction, now or in the future, so we would like to hear your views. 

This is also your opportunity to have a say on how this may affect you and your feedback will inform budget decisions later this year.

Council Tax Reduction Scheme 2020/21 consultation documents

The consultation will run from Monday 14th October 2019 to Sunday 10th November 2019.

Changes to our scheme will not affect customers who have reached their state retirement age and at the same time are not receiving Jobseeker’s Allowance, Income Support, Universal Credit or Employment & Support Allowance.
